Dear Counsellor,

Human rights researcher at the Egyptian Commission for Rights and Freedoms (ECRF), Ibrahim Ezz el-Din, has been detained arbitrarily since June 2019. Amnesty International considers him a prisoner of conscience, detained solely for his human rights work. Following his arrest by plain clothes police in June 2019, he was subjected to 167 days of enforced disappearance, during which period he said he was tortured to exact information about his work and about the ECRF.
Ibrahim Ezz el-Din’s health deteriorated in prison. Among other health issues he suffers from depression. He attempted suicide twice in 2020.
Ibrahim Ezz el-Din’s poor health puts him at increased risk of the effects of COVID-19, according to the World Health Organisation’s list of vulnerable groups, particularly as he suffers from chronic allergies that cause respiratory difficulties.

Please release Ibrahim Ezz El-Din immediately and unconditionally given that his detention stems solely from his peaceful human rights work.
Pending his release, please ensure he has access to adequate health care, including psychiatric services if needed.
 
As member / sympathizer of Amnesty International, I also urge you to open an investigation into his enforced disappearance and the torture to which he has been subjected and bring all those responsible to justice in fair trials without recourse to the death penalty.
